Background:

On December 14, 1995, the Dayton accords were signed, dividing government of Bosnia-

Herzegovina among the Bosnian Muslim, Serb, and Croat factions in the country. The International War Crimes Tribunal, convened in The Hague, Netherlands, has sent teams of investigators into Bosnia to follow up on reports of war crimes committed during and after the civil war. The government of Yugoslavia, allies of the Bosnian Serbs, are uncooperative in efforts to bring indicted war criminals before the tribunal.

 

The American troops in SFOR spend a considerable amount of effort in their own protection; one survey revealed that U.S. troops spend 40% of their efforts on self-defense, compared to 14% for other members of SFOR.

 

The Scenario:

Date: June 6, 1997, 8:41 PM local time, Full Moon, Low Wind

Place: 5 miles southwest of Kruscica, Bosnia-Herzegovina

Part of SFOR, the multinational peacekeeping force, has moved into a small village in Bosnia-Herzegovina. The UN is conducting an investigation into the disappearance of dozens of gypsy refugee families in central Bosnia. A small advance team of UN investigators, plus a few squads of troops for security, has been hastily assembled and sent to the area. News crews have gotten wind of the story and are enroute to the village.

 

Normally, the British, American and French troops are responsible for separate peacekeeping zones. However, as this village is near the intersection of the three zones (actually in the French zone), troops from all three nations are available for the mission. The ranking officer for the mission is the American lieutenant, followed by the French sergeant and then the British squad leader (if any).

 

The UN investigators received a tip from a Muslim refugee from Kruscica. Because of the necessity of cooperating with representatives of local governments, SFOR command believes that the responsible parties may have been tipped off and may try to destroy evidence. Thus, the American lieutenant has decided to move in and search the forested hills for any evidence (specifically, mass graves) tonight, securing the area for investigations in daylight tomorrow.

 

Tensions are high among the Bosnian Croats and Muslims in the village, and the Croat men of the village have taken to the streets, invading Muslim homes and intimidating families into leaving the village. Armed criminals may also be present to take advantage of the situation by looting homes and robbing civilians.

 

Large-Scale Movement Rules: Each hex on the map represents 20 inches. Travelling through a Road hex costs 20 Actions and a Forest hex costs 50 Actions. Characters can travel at double speed in the Forest or triple speed on a Road, but they cannot take any other Actions and require 3 inches of straight movement before stopping.


American Team

Forces: 6 Line troops in full armor (head Protection 16, no faceplate, body Protection 30)

§         3 Combat Actions per Phase, Knockout Value 20, Skill Accuracy Level 10

§         2 with M-16s and 2 clips

§         1 with M249 Minimi, no reloads

§         1 with M-16 and 2 clips, 1 M72 A2 LAW and 2 M61 Frag Grenades

§         1 (leader) with M-16 and Beretta M92F 9mm Pistol (no reloads)

§         1 (medic) with M-16 and 2 clips and First Aid Kit

§         Night vision equipment (all troops)

§         1 Hummer

(In a 2-player game, double the above forces).

§         UN Inspection team - 4 Civilians (2 AC, KV 0), Full armor, no weapons.

Starting Location: First hex of the road leading into the village.

Rules:

§         Advanced Rules section 6.3, 7.2, 7.3 and 8.5 (LSF =21) will be used.

§         It takes 16 Actions to issue an order.

§         Special Weapons section 3.3 (thrown rocks) will be used.

§         Each squad must move together; troops more than 10 inches from the leader may not move or fire unless fired upon. SFOR troops may only fire at civilians if attacked.

§         Only the medic can administer First Aid. An aid station is 10 minutes away by the Hummer. Other troops may attempt first aid, but must roll 8 or less on 3d6.

§         The American team will retreat if the leader is Incapacitated for more than 15 Phases.

§         The referee may introduce special rules for the sixth player, if any.

Objectives:

§         All American troops must survive.

§         Evidence of crimes (if any) must be found and secured. All the area must be searched.

§         All members of the UN inspection team must survive. Members may be assigned to different squads, including British and French squads.

§         At least one Bosnian Muslim must not be driven away from their home.

Bosnian Croat Team

Forces:

§         10 Instigators (Line Quality). Choose one Leader.

§         5 Combat Actions per Phase, Knockout Value 20, Skill Accuracy Level 10

§         M-61 Skorpion submachineguns, no reloads.

§         1.5 pound rocks (range 12 inches)

§         Starting Location: Anywhere on the main road through the village.

§         Excavation teams. These are 40 Civilians (4 CA, KV 0) in teams of 4 helping to clear out the mass grave. Their movement must be planned out and told secretly to the referee. The team may be given orders by telephone from any of the buildings. It may be wise to keep them off the map at the start of the scenario.

§         Starting Location: Player's choice, anywhere between the mass grave and a particular hex of the map edge (secretly defined at start of play).

Rules:

§         Advanced Rules section 6.3, 7.2, 7.3 and 8.5 (LSF =21) will be used.

§         It takes 16 Actions for the Leader to issue an order, and the characters must be within 10 inches of each other.

§         Special Weapons section 3.3 (thrown rocks) will be used.

§         The referee may introduce special rules for the sixth player, if any.

§         All Skorpions are concealed and take 4 Actions to draw the first time.

§         Any Instigator can administer First Aid, except to a Muslim.

§         Each Instigator begins the game surrounded by a Mob of 8-15 people. The Mob extends out 3 inches around the Instigator, blocking all unfriendly movement. If a rock is thrown, make eight to-hit rolls against the target. If fired upon, the Instigator is only hit on a roll of 0 (a grenade misses by d10/3 inches), but must retreat or the Mob disperses. The Mob also disperses if the Instigator goes Prone, draws his SMG, takes cover, or enters any building other than Muslim homes. Once dispersed, it will not re-form.

§         Anyone picking up a rock is Kneeling for the first 2 of the 3 Actions used.

Objectives:

§         All SFOR troops, UN inspectors, and news crews must be kept away from the mass grave until it is cleared.

§         All Bosnian Muslim mobs must be dispersed. The Croats must not kill any Muslim Family Heads, but may injure them and force them to retreat.

§         None of the Excavation team can be spotted (except by Bosnian Muslims or the sixth player). It takes 4 uninterrupted hours for the team to finish its work.

Bosnian Muslim Team

Forces: 8 Family Heads.

§         5 Combat Actions per Phase, Knockout Value 20, Skill Accuracy Level 10

§         1.5 pound rocks (range 12 inches)

§         Choose one Leader; this one knows the location of the mass graves (and speaks English). He may tell SFOR the location by spending 16 Actions within one inch of an American or British trooper or the French leader.

§         Starting Location: Any Muslim home, separately or together.

§         Advanced Rules section 6.3, 7.2, 7.3 and 8.5 (LSF =21) will be used.

§         Special Weapons section 3.3 (thrown rocks) will be used.

§         The referee may introduce special rules for the sixth player, if any.

§         It takes 16 Actions for the Leader to issue an order, and the characters must be within 10 inches of each other.

§         Any Family Head can administer First Aid, except to a Croat.

§         Each Leader begins the game surrounded by a Mob of 4-7 people. The Mob extends out 2 inches around the Instigator, blocking all unfriendly movement. If a rock is thrown, make four to-hit rolls against the target. If fired upon, the Instigator is only hit on a roll of 0 or 1 (a grenade misses by d10/5 inches), but must retreat or the Mob disperses. The Mob also disperses if the Instigator goes Prone, takes cover, or enters any building other than Muslim homes. Once dispersed, it will not re-form.

§         The Muslims must not kill any Croat Instigators, but may injure them and force them to retreat.

§         Only the medic can administer First Aid. An aid station is 10 minutes away by vehicle. Other troops may attempt first aid, but must roll 8 or less on 3d6.

§         The French team will retreat if 3 or more troops are Incapacitated or Disabled.

§         The referee may introduce special rules for the sixth player, if any.

§         Only the leader of the French squad speaks English; if he is Incapacitated, no one else may communicate with the French team.

Objectives:

§         The SFOR troops must not all be forced to retreat; at least one squad must remain.

§         All members of the UN inspection team must survive. The American player may assign its members to different squads.

§         Either all Bosnian Croats must survive, or evidence of atrocities must be found.
